FYI: Some small steps have been taken. It *is* a big job, you're
quite right. But we have recently added conversion verbs like
string.utf16ToAnsi.

No one is under the illusion that these verbs add up to full Unicode
support. But that they're sometimes useful and a step in the right
direction is, I hope, evident.
