My problem is that most of the site is illegible.

I'm using IE6 (Windows) with text size set to smaller. 99% of sites are completely fine this way, but those that use fractional ems for font sizes quickly get very small.

I applaud the use of ems for font sizing, but for values less than 1 things quickly get unreadable in IE6 (and I suspect 5.x). I would suggest values from .8 upwards would probably work okay.

I have to agree. In my case, the small text is *so* small it's hard to read. I usually use percentages rather than em-units,
